A teacher calls out but no substitute picks up the job. So, the class gets split across other rooms, a colleague loses a planning period, or an assistant principal stands in front of 28 kids instead of doing their own job. Now multiply that across every school in your district, every day of the year. It adds up to lost instructional time and a quiet tax on the staff who cover the gap. How often is it happening in your district? Most districts can’t say precisely.
Gwinnett County Public Schools can. Its substitute team pulls fill rates school by school every month and reports them to the board. Those numbers are why the district felt confident making substitute hiring more selective this year: with 4,400 active substitutes, 94.5% of them working, and fill rates closing last year just under 90% with no school below 70%, the data showed Gwinnett could hire fewer and choose better.
Velia Verdiguel, Interim Director of Human Resources at GCPS, joins Kevin Agnello, Group Product Manager at Frontline Education, to break down how they did it.
They explore:
Kevin brings a wealth of experience in both the classroom and educational research. As a former high school math teacher, he combines his hands-on understanding of student needs with deep expertise in educational data. With advanced degrees in Curriculum and Instruction, as well as Educational Psychology, his focus has been on using statistical modeling to uncover insights that drive student success and improve teacher retention. Kevin’s recent research explores the complexities of gender achievement gaps in standardized testing, bringing a data-driven perspective to some of education’s most pressing issues.
Velia Verdiguel began her K–12 career in 2008 with Gwinnett County Public Schools, the largest district in Georgia and 11th largest in the nation, serving 142 schools. In 2013 she joined the Division of Human Resources, supporting systemwide hiring for all high schools, and later partnered with Federal Programs to manage the district’s Title II-A budget. Since 2021 she has served as a Senior HR Manager, overseeing full-cycle recruitment, onboarding, and professional development for substitute employees.
