A graduate of the University of Texas in Journalism and the University of Texas School of Law, Jose has published extensively, including as Chief Editor and Writer for the RLM Texas Disability Law Advisor and as Contributing Editor to The Special Educator. Known for his preventive legal approach, Jose has delivered hundreds of presentations nationwide, earning consistent praise for his expertise, accessibility, and sense of humor.

David M. Richards

Attorney at Law

Managing Partner at Richards Lindsay & Martín, L.L.P., Dave focuses his practice on Section 504 and special education law, exclusively defending school districts and special education cooperatives. He earned his B.A. in Political Science from Texas Tech University (cum laude) and his J.D. from the University of Texas at Austin.

Dave has authored and contributed to key education law resources, including The Texas Principal’s Handbook and School Risk Management and Public Officials Risk Management. He serves as General Counsel for the Council of Educators for Students with Disabilities (CESD) and is a sought-after speaker at local, state, and national conferences.
