The current California Standards for the Teaching Profession (CSTP) have been in effect since 2009, and educators have been implementing the Common Core State Standards (CCSS) for years. Until now, though, there hasn’t been a research-based tool designed specifically to view both the CCSS and CSTP in instructional practice.

Introducing The Strategic Observation and Reflection (SOAR) for Literacy Teaching Frames™, a rubric addressing specific learning needs of California students and designed to support the collaborative and holistic vision of teaching encapsulated in the CSTP. Based on six years of research, SOAR Teaching Frames help educators articulate high-impact teaching practices tied to the CCSS, provide language for fostering professional growth of teachers, and measure progress toward the CSTP and other national teaching standards.

The SOAR Literacy Frames and associated rubrics were developed by a team of researchers led by Susan P. O’Hara, from UC Davis School of Education, REEd, and Robert Pritchard, from EPF for teaching. This team worked with stakeholders across California, including teacher leaders, administrators, literacy experts, education researchers and more.
