For Lufkin ISD, service tracking is becoming an important bridge between special education compliance and financial stewardship. As the district builds stronger processes for tracking related services, personal care, and transportation, the special education and finance teams are using that data together to support SHARS reimbursement and cost reporting. 

Irma Hererra, Director of Special Education and Budget for Special Services, came into the role this year and quickly found herself learning a new system, a new process, and a new set of compliance requirements all at once. The person who had previously managed the district’s Medicaid work had retired, and the transition coincided with Lufkin ISD’s move to Frontline. Rather than inheriting a finished process, Hererra stepped into one that was still being built.

Cross-Department Collaboration That Did Not Exist Before

One of the most significant changes Hererra described is the monthly meeting that now brings Special Education and Finance together. The two departments use these meetings to review service documentation, align on cost reporting needs, and work toward capturing the full reimbursement opportunity the district is entitled to under SHARS.

Our Special Education and Finance teams meet monthly to review the data together, make sure we have the documents we need, and work toward the best reimbursement possible for the district.”

Before these meetings were established, the two sides of the process operated largely in parallel. Now they are aligned around the same data, which makes it easier to ensure documentation requirements are being met and that eligible services are being claimed.

From Gaps to Greater Visibility 

Before Frontline, staff across related services, personal care, and transportation were maintaining separate logs with limited coordination. Speech therapists kept their own records. Teachers tracked services on data sheets. Transportation handled its own system. The result was documentation that existed in multiple places without a unified view. 

Frontline’s service tracking has begun to change that. With training from the Frontline team, staff learned how to document daily minutes in alignment with IEP service lines and submit that information in a more structured way. The process has also helped the district see where it needs to go further, including identifying providers who needed additional training and areas where submissions had been delayed or inconsistent. 

For Irma, that visibility is itself a form of progress. Knowing where the gaps are is the first step toward closing them.
